Because doctors sometimes prescribe it to their patients to relieve joint pain. Rate of addiction for chronic pain patients: Between 1-3%. If you don't believe me, look it up. They don't get the "high" from medications like people without pain get because they have pain receptors in their brains to which the medicine attaches. Sure, everyone has pain receptors, but people with pain have many more. Because they do not get the high, most do not get addicted. They become dependent but that's just the laws of science at work.

Heroin doesn't hurt the body (dirty needles, bad cut and unknown quality are all a result of prohibition) while alcohol attacks every major system in your body. Cocaine is bad on the heart (but so is alcohol) and bad for your lungs if you smoke it. The addiction rate of heroin is only slightly higher than alcohol, cocaine is lower.
