Gold and silver's value doesn't fluctuate artificially in relation to commodities or services(property) except under scarcity but it's FIAT currency value does because FIAT currency can create artificial scarcity.

A code is a cut and paste of the statute and is only prima facie (presumption or "at first glance.")
The code could be a bit misleading, though accurate. It depends on what the statute (the bill that actually became law) says in its context.
