Where I lived in Idaho folks diddn't bring in 100K per year.. they brought in closer to 20K-30K.. cost of living increases even with insentives on new appliances and renovations to their homes most likely wont happen. Forcing an already green state (electrical) to possibly pay higher energy costs due to this bill doesn't seem fair to those individuals who cant afford it. I'm sure in California 20K a year isn't a whole lot of money, but for folks who do live on that much its alot.
