and the crackling noise is also the unburned fuel thts y sometime thay spit out flames

that cracking noise is the car backfiring, not the TCS, besides i dont think the LMP2 cars are allowed to run TCS anyways.

IIRC, the Courage LC75 is built in Le Mans, France while the turbocharged AER I-4 is built in Basildon, Essex (England)
