No, I'm pretty sure that is India Riven Oxenberg, who is a granddaugher of Princess Elizabeth of Yugoslavia (a country that kicked their royals out and went socialist). Her mother's an actress who does not have any royal titles, Catherine Oxenberg, who was born in New York.

But I guess she is among the "most royal" advisors they could find for princess films of Toon Disney Calibre. :-)
