I can make a toddler give birth. Just saying. But I know the kind of cheats to make this happen. Basically you have two adults, then you age them to children/teens/toddlers (NOT BABIES!), then you use moveobjects to sell them in buy/build mode. Afterward use the Tombstone of life and death to bring them back (Using "Get family member...). Repeat with each Sim. Now they can do everything Adults do in a different body.
