Check out my saltwater dummy load. I made one and it worsk fine. The secret is to add the salt a little at a time.

I don't recommend oil and doubling is your choice. I got this design from an old-timer and it has never failed me. You can run this with a fan and common sense for 30+ watts. If your goal is wattage, it's not the radio you want high output on anyway.

If you double the resistors can you make one for 100watts and add oil for cooling?
