It is an odd choice. I suppose it was to live up to Gandalf's assertion they need Saruman alive, but by the time he's shot, it was apparent he was already basically beyond saving. I can understand why J.R.R. probably thought his character should die, but it would have been better had they both went off balance and fell as one than Legolas appear as he was made to appear.

@anannNeTrOn The way in which he dies was very similiar but the circumstances were not. Long story short saruman managed to escape from Isengard and returned after the ring was destroyed and attacked the Shire. After he lost to the hobbits led by merry and pippin. Grima turned on him and slit his throat. Grima was then shot by hobbit archers, not Legolas. It's called the Battle of Bywater if your interested in learning more.

However, Saruman didn't die in this scene. Gandalf did cast him out of the White Council and breaks his staff, but they didn't kill him. He persuaded the Ents to let him go, and he goes on to take over the Shire in secret.
