it isnt sped up, with practice, you can combo and move that fast

It's a TAS, meaning he did slow it down for way more precise control. He recorded it then sped it up to normal speed which makes his movements and precision seem so accurate and fast.

If you're talking about the frames per second making the game smooth, then that's just the video card (correct me if I'm wrong.)

Well, it would be interesting to see how all the tricks that are normally difficult to do would play out. Like, those vs. level 9 games are impressive, but the cp's aren't using all those crazy techniques. If two humans were to play each other using all those techniques, it would be insane to see which attacks block other attacks, escapings from combos, etc.
