A splash and dash is exactly what it is. Saying it almost crashed into the lake is like saying a car almost crashed into the house when it parks in a driveway. The only thing that you are 100% is clueless.

Who is they? They are probably wrong. The balloon did a splash and dash, which has nothing to do with being low on fuel. It is a common maneuver done in hot air balloons.

actually, the next day, they said that they ran out of propane, and they landed in a field about a mile away.

Lots of ppl on board, I wonder if it was some kind of paid or promotional ride balloon.
Maybe they had some kind of problem and the lake looked like a better place to ditch than trees!
