It was Lord Siva who did it because the King say he was incarnation of Vishnu and looked down on Siva.

Remember there is another story in "Shiv Maha-Purana" which Brahma made fun of Siva arrogantly looked down on Siva. This angered Siva, then in the form of Bhairava, Siva punished Brahma by beheading one of Brahma's five heads and since then Brahma has only four heads. So Lord Siva above Brahma and Vishnu. So he kill the King.
