Technically speaking the human body doesn't produce heat for a system like a javelin to lock on to. It is meant to track the heat given off by engines, but hey it's a video game, a video game made by infinity ward. So who cares?

The Javelin Doesn't lock onto People. It's just sthat the blast radious is so big it will kill them. It only locks onto building, air support, and the ground
