I'm going into full nerd mode here, but assuming they both had ships of remotely equal advantage (to make it more fair since the D/E is almost a century newer), and this were a full on battle I'd probably have to go more with Kirk. Picard is awesome and great in combat, but he was always more the diplomat who found ways around a fight whereas Kirk came from a very different time, and was much more ready to be a battle captain. He always used very precise and detailed combat tactics.

Picard and kirk were in command of the flagships of the fleet we expected the world from them. but Sisko surprised everyone and won the Dominion war for the federation. and where was picard when the war broke out? and last time i check have command of your own starbase + starship, is a little better then just a starship

Kirk all the way, Picard was nothing more than a wuss who allowed other people to do the work for him. Picard spent nearly all of his time in the safety of his bridge and captain's chair. I love both TOS and TNG, So I am unbiased, I think that when it comes down to who is a better leader, Picard wins. He is able to use reason in situations where emotions run high. He is a leader first and foremost to his crew and a friend second. He is not likely to end up in a brawl. He is not ashamed to ask for advice from his crew, yet he is capable of making his own decisions. Last but not least, he is not likely to get distracted by some lady(who is out to get his ship) Still, Kirk respect
