It's basically what you said, they've been seeded in order to let them meet several years now, but one of them has always fallen short. 2008 was the first year Rafa got to the semis, where he lost to Murray (Fed was in the final). 2009, Rafa lost to Del Potro in the semis (Fed was in the final). 2010, Rafa was in the final, but Fed lost in the semis to Novak, and same thing this year.

After the match I said that it's impossible to repeat that in the finals against Nadal and I was right.
