@TheSantaKruz I just know a little Russian, but if I understand right it's a song called "Our neighbour". A song about neighbour who plays clarinet and tuba. And she doesn't need alarm clock or anything, because her neighbour goes "pa pa - pa pa da pa pa pa..." from early morning.

Мне очень понравилось! Давно эту песню не слышала и уже не вспомню, видела ли я это в свое время по телевизору. Но сейчас бросилось в глаза, как Эдита Пьеха легко и немножко легкомысленно исполняла "Соседа". Мне кажется, в то время певицы только стояли перед микрофоном и почти не двигались. Видимо, наши "серые кардиналы" от культуры эту песню просто прошляпили!!! Ну а я через столько лет получила возможность насладиться чудесной песней и встречей с детством.

А таланту дорога на эстраду, на радио , на ТВ была открыта! Подлинному таланту! Совсем не обязательно надо было стоять навытяжку! Посмотрите другие клипы 60-ых, той же Пьехи. А Владимир Макаров вообще буквально скачет по рельсам в "Послед. электричке"! Песняры разгуливают по весеннему саду!

I understand her name is Edita Piekha, is the song called Our Neighbour? The reason I'm wondering is because you will recognize the pap pap in a song by Jedi Mind Tricks called Blood in Blood Out. The song is a totally different song there, but something to check out if you like this one. Oh well I was able to download the song under the name Nash Sosed. Great song though! Is this russian? Excuse me if I'm mistaken.
