If the drivers are using prior knowledge, then they'd stay stopped at the flashing red cycle because school buses and railroad crossings use this to indicate a full stop.

It would have been better if the red lights flashed together rather than the alternating flash pattern.

Perhaps these drivers think that alternating flashing red lights means Stop, like at a railroad crossing?
