  • Fringe is fabric based. It's on dresses or belts, or it's used as decoration, as in "Surrey with the Fringe on Top".  Bangs are not made of fabric, hence the reason they are not called "Fringe".

  • Bangs is from the old American term for bangtail ie bangtail a horse or dog. A type of cut only used only for animals, quickly and efficiently but with little or no care or style. Bang out a cut/bangtail on that horse. Tenuous to link it to humans but there you go.

Bangs comes from a particular haircut: the bang-off, where you cut the hair straight across, and has now generalized to mean all hair at the front of your forehead.
