Sounds like he has a good attitude indeed cause lag just sucks but what people usually fail to realize is it affects the other guy too, not just them.

Im guessing its same as vega's dash into ultra, Its not exactly easy to do but basically you have to charge and as soon as you FADC finish the motion, it has to be done VERY fast.
Really crappy explanation i know, maybe theres a better one at SRK.
