We do not distinguish between them, and treat them as the same.
The modern day difference between usury and interest is one of degree, not of essence, however, this is not the way the scriptures differentiated between them. It was many centuries later that the moneyed interests gradually forced the church to start making this distinction, and once the window was opened, the abuse started. For a more fuller account read usury the root cause of injustices of our time
