My guess is that that minigame was a sign that Megaman 9 was coming later on after this was made.

You would be right. Inti Creates, developers of the Zero and ZX games also developed Mega Man 9. This was basically their proof of concept.

I think the idea of it was to show the entire minigame to those who haven't played ZXA or been able to complete the minigame yet.
