The cap and trade system is highly gameable.
If you do a tax at the point of emission and a 100% dividend back to the tax payers you will reward carbon saving technologies in a fair manner and punish carbon emitters in a fair manner. As long as you keep up with the mean you won't feel any additional taxation.
