A motif is a melodic/rhythmic idea that is normally repeated in different keys, situations, or such. When you listen to any good improv artist you will hear recurring themes, whether note wise, rhythm wise, or a general feel you can connect to throughout.
Using motifs should be innate and natural, but Joe Rogers, who is an acclaimed guitarist and professor of music at Berklee, is trying to teach you how to start building motifs but making the same movements within chords.

In this video he is explaining how you get from playing up and down scales to creating actual melodies--here via the use of scale degrees. Watch the video again and try out what he says on a jazz tune, you will love it.
