I served with Carlos. Lucky for me we never deployed together. Everyone I know who has served with the man came away with a negative opinion of him on a personal and professional level. Carlos was licking his chops with anticipation of seeing "action" before his first deployment, I guess it wasn't quite what he was expecting.

Command responsibility? The guy in this video is a Captain. Not only does he have command responsibility, he sees the direct consequences on military policy as he is low enough in the chain of command to still fire his weapon in battle.
