Intrest rates were not 22% under Fraser/Howard. Business cash rates were, but housing rates were only 12.5%. Look it up yourself. The highest business cash rates were even higher than under fraser/Howard, and they belonged to Whitlam, they were on the way down from Whitlams levels under Fraser/Howard.
