He planned it out so that the most attractive ticket would be the winner. He might have simply bought the ticket for 1600$. Bottom line is he donated the money. no luck

The only way he could have done it is find somebody who had already won and pay him to somehow stage it by putting silver over it, which seems to also be a stretch
