"Tanuki" when dealing with soba or udon just means that little tempura thing is in it. Usually it comes in small tempura bits, in a way that disk is trying to mimic such a thing. Has nothing to do with actual racoon dog being in the food. It's like"Kitsune Soba" doesn't mean they actually have fox in the soba! It has fried tofu in it because foxes in Japanese folklore love the stuff.
@Pader6789 There are 2 meanings to the word TANUKI, one is the mammal Tanuki, or "racoon dog" in English. Think of it as a Japanese racoon. (which we don't eat btw) And the other meaning is the noodle dish, typically with Soba or Udon, with bits of deep-fried tempura batter.

Tanuki is just the name for this series of noodles.
And a Tanuki is a large racoon which resembles a dog thus the translation racoon dog.
