Actually, you can base loading times on system specs. It's just that HL1 doesn't. Hl1 has predetermined loading times. I think it would have been more efficient to use a system which detected the users system specs. But then again, we're talking about the 90's here. They didn't think too far ahead.
Yes, loading TIMES are based on system specs. For instance, on my old PC, around the time HL1 appeared, loadings in the game took 15-20 seconds. If I play the game now, it takes less than a second. That seems system-based for me.
What I meant was, they could have programmed it so that the game can load a lot more data. There doesn't need to be a loading screen every 5 minutes. My system can easily handle loading a huge portion of the map with no loading.
Or they could have used a dynamic loading system which loads more content as your play, so you never see a loading system (more often used in games like GTA and such, but it'd work here as well).
