Some call centers don't all agents to speak in any other language unless they are a bi-lingual agent because most quality assurance reps (the people who monitor the calls) aren't bi-lingual. That might have been why she didn't use her local language.
Improper targeting by company. More than the fault of the customer, the company and the tele marketer herself are to be blamed for such stupidity and lack of presence of mind.

I have this type situation every day. When I called police station in English, they asked me if I need a translator. I felt like i was retarded person.
