In the US-military it is quite common to award servicemen (and -women) before they disappear for good. Look at Timothy McVeigh i.e.(the Oklahoma bomber).
He was a highly decorated Gulf-War II veteran.
Before he left the army he was awarded for his sniper skills. After honorable discharge he became a nobody and finally blew up a government building in Oklahoma City (04-19-95).
So, there is nothing special about awarding servicemen before the drop.

*.VNS was an carrier, so there must be No fighter flying around at the time.
*. The radar malfunction (mistaking a commercial plane for a f-14 fighter) is absolutely hard to believe and Even if true, is VNS's fault and not those innocent passengers.

Whether or not we agree that the airliner was shot down intentionally, I think we both can accept that the U.S. warship was sent to the area as a result of Iran's terrorizing international waters with mines. Iran's military aggressiveness and lack of regard for the welfare of its citizens played as large a part in this as the missile itself.

It is often overlooked that the Vincennes drove into Iranian territorial waters and then opened fire on the Iranian gunboats. So there was no 'war going on', it was an aggressive action of the USA from begin with.

Indeed the documentation and investigations carried out into this incident have been freely available for almost a decade now. It's already known that the U.S. ships had entered Iranian waters to provoke Iranian gunboats, that the American's were the first to begin the firing and that the U.S. ship was in Iranian waters when it fired the missiles.
It's sickening that something like National Geographic chooses to push such propaganda. Not to mention there has never been a U.S. apology.

1. Considering the weather and visibility that day, it was impossible to see the airplane with normal eyes.
2. When a group of small fighters fly really close (which is a really normal practice) they'd bee seen as a large dot on the RADAR.

Iran never apologized and they never paid compensation to the dead on those ships.
