When America wanted to fight back the mafia they re-legalized alcohol, if they legalized, taxed and regulated drugs those drug cartels would begin to find themselves in dire straits, and rather than spending billions on a drug war which has yet to accomplish anything, America would be making money (not just from the taxation, but the freed up prison cells).
