If you draw your weapon (sword, bow, knuckles etc.) and hold BLOCK while casting then you should be able to cast spells quicker.

Errm... hurting yourself to level is unnecessary, just for clarification. Instead of the spell in the video, you can just cast a weakness to fire/frost/lightning spell on yourself, you still level your destruction, even more efficiently actually because you don't waste time waiting, sleeping, or entering inventory for potions.

and be sure that it stands on 1 second and for CONJURATION: summon skeleton for 1 second

and both take almost non of your magicka and you can't die.
