I thought they were true robots until Baker met Davros and discovered there was a living thing inside of them.

The symbiot in the robot has certainly changed over the decades. The 1st thing Baker saw, looked like a human brainstem. Then the next time I saw something inside McCoy had the role and it seemed to have crab claws and metal grafted into the living creature. In "Rose" Van Statten had a dalek with a squid inside it. They were refered to as half-robots in a Peter Davison ep.
