Have you ever seen a hexacopter lift off? It's a small (eg. 2 kg) six-rotor craft. When it lifts off (ever so gently), it picks up *rocks* and throws them. It is nowhere near a gentle nudge, a slight push. It's a massive and continuous push.
This type of trying to crack the law of conservation of momentum is called "doing small momentum changes and hoping the Universe doesn't notice" :-)
