The disparity between covers and OCs is mostly because covers are easier: sheet music is easy to find or doing it by ear is possible. OCs require an amount of work and creativity that a lot of composers either don't have (like myself) or don't want to do.
Doing a composition can be pretty quick, actually; I've finished some in a matter of hours.
@StarWarsXM to point you in the right direction, namisphinx is a wonderful solely low tempo composer. rusty, balloon, and christerious all have some great songs. A lot of people will randomly make a one or two. They are all actually very good and can produce a bunch of different effects that are only done at lower tempos most times

@StarWarsXM there's a forum at mariopaintcomposer (dot) proboards (dot) com, that's where much of the discussion and resources relating to mario paint are concentrated. It's a great place to go if you're interested in composing!
Mario Paint's not restricted to covers either, many of the songs created in the program nowadays are original compositions. If you've got a creative streak, mario paint's a great tool to hammer out a composition. Lots of fun, too :)
