You don't have to have a Pamtre berry at all to evolve feebas... You can use 4 more, these are: Wiki, Hondew,Kelpsy and Cornn berries. Do not use any other berries that make blue pokeblocks though! They do not increase the Beauty stat enough. This way you can get Milotic before the elite four however, you will need to do some planting.

Oh and another thing, in order to get a Feebas, you must check every single tile in the river on route 119 (I know it's a pain, but you have to) because Feebas only appears in 6 of them. In order to change the tiles again, you have to change the trendy phrase in Dewford Town and the tiles randomize again. Id you do manage to fin a Feebas, keep fishing in that same spot and don't change the phrase again. that way Feebas will always be there. hope this helps!

Pamtre berry is the best berry for evolving feebas. best way to get more berries on emerald is to make a pokemon hold a berry and clone the pokemon, or just grow them.

every other dry berry, like chesto dosen't always work. it depends on yor feebas nature.

milotic is a difficult pokemon to get, but it is sooo worth it.

He will always be in that exact spot as long as you dont change the trendy phrase in Dewford..plus he is extremely common in that spot. so once you found the spot it really is hard NOT to find one
