I believe it had something to do with some maintainance work being done of the freeway which provided the opportunity for the bike/skate/walk/run event(and banning cars).

a stretch of the Pasadena freeway was closed to traffic for about half a day or so a few years ago.

I believe the initial opportunity that made it possible to create a time for bikes, skaters, walkers, runners to have free reign on the freeway was to do with some kind of construction. It may have been do and/or with an anniversary of some event dealing with that "parkway"

It happened a few years ago. No word on it happening a again, at this time. But you might want to write to the organizers with your interest and they may be prompted to lobby for another ride/roll/walk.

It was a special celebration to allow the bicyclists and pedestrians to use the Freeway.
