I think the implication is that by buying mid-east oil, we're supporting regimes that in turn appease their radicals by buying them off so that these regimes can stay in power and these terrorist groups continue to fund their activities. It may be more convoluted than that, but that's the gist of it. I agree with it only to an extent. I think Al-Qaeda was having so much trouble trying to finance themselves now, that they've resorted to kidnapping for ransom.
