Gramps said it happened in 1939, though the president seen @ 4:19 looks like Nixon more than any other president. Franklin D. Roosevelt was the president at that time, and there really isn't much about the depiction that says that's him. I'm sure no one perhaps really payed attention to that detail, but the cartoon's still funny.
