Careful, she is merely reacting- and aligning herself to the individual that is seen at 0:25. After that, they both react to the other pair coming in from behind.

Wild dolphins dance frequently and always react to each other in spontaneous ways. The whistles, wiggling and vertical sinking has no particular meaning at all.
