An old, old idea will work fine. A Progressive Tax Rate. You get taxed 38% on your first $10,000 of income. 25% upto $35,000. 10% upto $100,000. Over that it is 0%. You'll have more entrepreneurs than you know what to do with. You'll just have to get the state and federal governments to buy in. Reward people for success and punish them for failure. A wacky idea.

What this competition is looking for is forward thinking, not selfish or greedy. The goal is to have NOLA rise as a phoenix, not an engorged vulture.
