All UFO cases need to be carefully examined to explain them. Many end up being balloons, Venus or whatever. It's cases like Phoenix lights that are very interesting.

If you look up the Disclosure Project you will see there have been a lot of military who have spoken up on this subject. The premise the Disclosure project used was that these projects are unconstitutional so their oaths are as well. Also if the military proescuted one of these guys they would be admitting that what they are saying are gov't secrets thus validating their claims. Plus, the paper they refer to was not made public until after Halt had passed away at his request.
Clearances have more to do with military operations, equipment, and documentation. Since these aren't military craft and/or related to any classified missions you can't stop somebody from relating what they saw.
