its actually a fuel inrichener and when the plunger is all the way out (handle down) it opens the richening valve and allows more fuel to flow and thus making startup easier
I agree with Ninjasmoon. If the lever says choke then i would think that pushing it down would be on, and your new cat is betty betty sneaky. Like the butler on Mr. Deeds. haha
polishing the part where the slide slides might be a very good idea... I have had my carb to get stuck at full throttle at a stoplight... not very fun ...
some ppl call taxi drivers a deucheman or smth liek that :D

For Mikuni carbs, the choke is ON when the plunger is OUT. So in your case, the lever would be DOWN for the choke to be ON.

its should be on if its all the way down. because it pulls the rod up opening the port.
