you know that that IR light is visible to humans as a very faint red. if you look directly in the IR leds in a very dark room you will see. Maybe the cats can detect it even better.
Cat eye is much more light sensitive than human eye. For you room might seem completely dark, but cat might be able to see. Additionally they can hear well and locate moving objects with the sound. Human is also capable to do so, but requires training.
So this means that if you assemble an Inflared Torch and point it to somewhere, with your naked eye you probably dont see a thing but if you turn on your night vision camera, you will see the inflared light from the Inflared torch ??
Any camera will show you an infrared source, but it interprets IR as white light, so you're not actually seeing infrared on a video when you point your remote control at the camera lens.
I really like what you did. Whenever I stay up all night, sometimes I put my Infrared (Security) Camera out and record for cats. And sometimes I bring out my Sony Camcorder on Infrared mode and go out hunting for the cats...

Depends on the wavelength. The type of LED used on video cameras is rather dim.
I can just see into the infrared spectrum to around 830nm. But it has to be rather bright for me to see it.
