This is the best sonic theme IMO and didnt even make it to the regular zones. It was suppose to be Hidden Palace zone theme I guess, assuming because it was in the Beta. Could Have worked better for Winter Hill Zone as well.

thats why that music we never hered in the game (hidden palace) is still in the sound test.

I'm a big fan of instrumental video game soundtracks and I must say, Masato Nakamura's composotions for the first two Sonic games still remain among my favorites after 18-19 years because even though we have more complex music from the likes of Jack Wall (Mass Effect games, the games and music are all fanstastic), the more simplistic technology used in making the early Sonic games is more amazing to me because they had to work with less and still made great music.

The likely reason the music is so different is because it likely belonged to a stage that was cut at some point in development, after they had made the music track for it, so they used these orphaned tracks for multiplayer. We have names for a few of them and of course Hidden Palace was nearly in the final game.
