that is a torpedo. it is a MK (mark) 48 Rextorp (recoverable exercise torpedo) several things could have gone wrong but it seems like someone did not compress the breech or it was a faulty breech and air leaked out so it didn't have any compression.

as for the they are lucky it didn't blow comments. a torpedo does not become active until salt water enters it and engages the primer if this was an actual torp. but this was a dummy torp. no explosives.
