Okita was an actual person. He was a member of the Shinsengumi and died of tuberculosis in 1868. He usually makes an appearance in historical dramas that take place during the Bakumatsu, Rurouni Kenshin and Peacemaker Kurogane being only two examples. Hope that answers your question :)
in real live was the captain of the first unit of the Shinsengumi, a special police force in Kyoto during the late shogunate period. He was a well-known genius swordsman, being one of the best swordsmen of the Shinsengumi, along with Saito Hajime and Nagakura Shinpachi. , so all this characetrs existed

is Hajime Saitō but okita was just as good if it wasn't for the tuberculosis
