My initial thoughts are:

1) to = two

2) "Pan" = A name, perhaps? Pan? Penny? Or, something that sounds close enough to Liz's mom's actual name?

3) "dora" = sounds like 'daughter'

Which leads me to believe, then, that Liz's interpretation (and what she thought she heard) was "two," "Penny" and "daughter" aka "two Penny daughters?"

She then replies, "Oh, no, I'm an only child."
