@pimbilibom is that not because it is both? the refraction is probably based on the density actually..... if you bump the density up, it will probably have a higher index of refraction.... please correct me if i am wrong.

Aerogel is the only solid material with refraction index less than 1.1 and may well be less than 1.01 This video is demonstrating it while laser beam enters different faces of the block the direction inside the block changes very little. No other material can perform like this.
Aerogel is made by polycondensating tetramethoxysilane into silica alcogel and then washing the alcohol out with liquid carbon dioxide by means of super critical evaporation
