Democrats do not want to raise taxes on everybody. They want to let the Bush tax cuts to expire for people making over $250,0000. They don't want to vote on it before the elections because they want to minimize the damage done to the loses they will have in Congress in November. Republicans want to extend tax cuts, even to people making over $250,000.
