Same here! I loved how super high-pitched his meeps were, and his large eyes. Frank Welker is a VERY talented voice actor. I also enjoyed his work on "Tiny Toon Adventures," "Inspector Gadget," "Scooby-Doo" and the Disney characters he voiced (such as Toby from "The Great Mouse Detective," Abu from "Aladdin," etc.)
Well, the overseas animator that drew the "MEEP MEEP" text probably didn't know that they were supposed to start right when Beaker was supposed to sing. At least by this time, Toei's animation had gotten much better and uniform/consistent on the show, so mistakes were now very minimal. Interesting how while they got better with Muppet Babies, they were doing all sorts of animation errors with "G.I. Joe" during this time (both G.I. Joe and Muppet Babies were produced by Marvel Productions)
